Professional Boxer by what standard?

If I have my fact straight, why was Linda allowed to fight as a professional when she had no competitive experience?  So does that mean that anyone can walk off the street say I have been trained at XYZ and be granted a professional license?  Is there an issue with the manner in which the commissioners determine if a fighter is professional?  If this is the case I do not see how they can make the determination if they don't even agree on the definition.
